The EU–Brazil Strategic Partnership, launched in 2007, created a high-level framework for cooperation across more than 30 sectors — from agriculture and aviation to energy, health, education, and defense.
To support this unprecedented exchange of expertise, the Sector Dialogues Support Project was established by Brazil’s Ministry of Planning and the EU Delegation in Brazil, with technical support from CESO, a European consultancy.
What was missing? A centralized, accessible, and scalable digital platform to manage all meetings, missions, reports, materials, and outcomes from these cross-continental dialogues.

As Designer Expert and Front-End Developer, I was contracted through CESO CI Portugal to lead the user experience design and implementation of the platform’s public-facing component.
This platform wasn’t just informational — it was a diplomatic infrastructure for knowledge, planning, and policy.
Each Sector Dialogue generated a stream of documents, presentations, events, and logistical records — with no unified system for access or storage.
I designed an intelligent taxonomy and filtering system, enabling users to easily browse by sector, document type, or mission.
The platform served both Brazilian and European stakeholders, requiring language flexibility and diplomatic neutrality in tone.
I implemented a seamless bilingual UI, ensuring content parity in both Portuguese and English while maintaining clarity and ease of use.
Organizing travel, hotels, flights, and conferences for international experts had been decentralized and error-prone.
I designed admin tools for internal teams to manage bookings, schedules, and supporting documents — improving transparency and coordination.
Reports and insights risked being forgotten in silos after publication.
I developed a structured knowledge base with advanced search and sector-based filters — turning the platform into a long-term institutional memory.
Held working sessions with CESO, EU representatives, and Brazilian ministry staff to uncover needs and constraints.
Defined key user types: policy makers, expert consultants, admin staff, and the public. Mapped their goals to inform navigation and IA.
Designed high-fidelity screens with clean, accessible layouts and modular components.
Developed the front-end architecture using semantic HTML/CSS/JS for responsiveness and clarity.
Ran internal tests with real stakeholders and trained admin staff to manage updates and missions independently.

And yes — the interface may look vintage today, but it was accessible, scalable, and forward-thinking long before that was the norm.
